My take on this:

“If evel and good would be natural, like weather is , than yes one expeects change. In society though such changes have been so rare, like rain in the Sahara Desert.

It just desn’t happen than way! (no, I’m not pessimistic: It took me a lifetime to reach this wisdom”)
