Il est accusé d’avoir détourné des fonds européens. Les juges anti-corruption de Bucarest enquêtent depuis lundi sur le chef des sociaux-démocrates roumains. Un article de notre partenaire, Ouest-France.

21 millions d’euros. C’est la somme que Liviu Dragndea est accusé d’avoir détournée, selon l’enquête de l’Office européen de lutte antifraude. Ce n’est pas la première fois que le Président du parlement roumain fait l’objet d’accusation de corruption. Mais, le leader des sociaux-démocrates a, en vingt ans de carrière, résisté à toutes les attaques… Comme à sa condamnation, en avril 2016, à deux ans de prison avec sursis pour fraude électorale.

Dragnea a aussi su esquiver les scandales. Y compris celui de l’incendie meurtrier du club Colectiv : trente-deux jeunes avaient péri, en octobre 2015, dans cette discothèque non conforme aux normes, mais protégée à coups de pots-de-vin. L’affaire avait coûté sa place à l’ex-Premier ministre du Parti social-démocrate (PSD), Victor Ponta, et porté au pouvoir l’opposition libérale. Le Premier ministre par intérim Dacian Ciolos avait alors tout misé sur la lutte contre la corruption : un échec…

La Roumanie en panne de fonds pour cofinancer les projets européens

La ministre roumaine du Développement régional a déploré auprès des maires du pays le manque de fonds pour cofinancer les projets européens. La Roumanie essaye tant bien que mal de maintenir son déficit en dessous des 3 %. Un article d’Euractiv Roumanie.

Faisant fi des contraintes budgétaires, Dragnea le populiste incarne la politique sociale du PSD. Sociale… et corrompue. L’homme est originaire de l’immense plaine agricole du Danube, qui compte le plus grand nombre d’assistés du pays et est désertée par les autres partis. Lui, à l’image de son parti, a su fidéliser la région, à coups de petits cadeaux en nature…

Un parcours éclair

En 1996, il devient préfet de son département de Teleorman, dans le sud de la Roumanie. En 2000, il s’inscrit chez les sociaux-démocrates. Il prend la présidence du conseil départemental de Teleorman deux ans plus tard. Il est élu député en 2012 avant de prendre la tête du PSD en 2013.

En 2016, le PSD remporte largement les élections législatives. Le poste de Premier ministre s’ouvre ainsi à lui. Mais il y a un hic. Le président roumain Klaus Iohannis s’appuie sur une loi interdisant aux personnes condamnées d’entrer au gouvernement. Et ne nomme pas Dragnea.

Interdit de gouvernement, l’homme fort des socialistes s’installe donc au perchoir de l’Assemblée roumaine, un poste clef. Début février, il avait essayé de faire annuler son procès dans une autre affaire de corruption. Devant l’opposition de la rue, il avait renoncé à son projet.

Les manifestations qui déferlent dans les rues roumaines depuis le 29 janvier ont dégénéré en réelle insurrection sociale, comme il n’y en a plus eu depuis la chute du communisme en Europe de l’Est, en 1989. Un article d’EURACTIV Pologne.

    North Korea fired one ballistic missile from Pyongsong, a city in South Pyongan Province, at around 1817 GMT over the sea between South Korea and Japan, South Korea’s Joint Chiefs of Staff said on Wednesday.

    South Korea and the United States are currently analysing what type of missile North Korea was fired, the military said in a text.

    Minutes after the North fired the missile, South Korea’s military conducted a missile-firing test in response to the provocation, the South Korean military added.

    The Pentagon on Tuesday also confirmed the reports, saying it had detected a “probable” missile launch from North Korea.

    “We detected a probable missile launch from North Korea. We are in the process of assessing the situation and will provide additional details when available,” Pentagon spokesman Colonel Robert Manning told reporters.

    He said the probable launch was detected at 1:30 p.m. EST (1830 GMT).

    Two authoritative U.S. government sources said earlier that U.S. government experts believed North Korea could conduct a new missile test within days, in what would be its first launch since it fired a missile over Japan in mid-September.
