ST. LOUIS — A grand jury has declined to indict Darren Wilson, the white Ferguson, Mo. police officer whose fatal shooting of an unarmed black teenager sparked days of turbulent protests and a national conversation about race and police interactions with African Americans, prosecutors said Monday.

The decision means that Wilson, 28, will face no state charges in the August shooting death of 18-year-old Michael Brown. Although a parallel federal civil rights investigation of the shooting is continuing, federal investigators have all but concluded they do not have a case against Wilson, either, law enforcement officials have said.

A separate federal probe of the Ferguson Police Department is underway. But the prospect that Wilson will face no direct legal consequences for Brown’s death was expected to trigger protests in the St. Louis area, and in the hours before the announcement, scores of demonstrators gathered near the area where Brown was killed.

Hagel, 68, is expected to meet with President Obama at the White House at 11 a.m.
Hagel, a Republican, is the first member of Obama’s team to step down following the midterm elections.

The Symphony No. 39 in E-flat major of Wolfgang Amadeus Mozart, K. 543, was completed on 26 June 1788. The 39th Symphony is the first of a set of three (his last symphonies) that Mozart composed in rapid succession during the summer of 1788. No. 40 was completed 25 July and No. 41 on 10 August. Around the same time, Mozart was writing his piano trios in E and C major, his sonate facile, and a violin sonatina. Mozart biographer Alfred Einstein has suggested that Mozart took Michael Haydn‘s Symphony No. 26, in the same key, as a model. It seems to be impossible to determine the date of the premiere of the 39th Symphony on the basis of currently available evidence; in fact, it cannot be established whether the symphony was ever performed in the composer’s lifetime. According to Deutsch (1965), around the time Mozart wrote the work, he was preparing to hold a series of “Concerts in the Casino”, in a new casino in the Spiegelgasse owned by Philipp Otto. Mozart even sent a pair of tickets for this series to his friend Michael von Puchberg. But it seems impossible to determine whether the concert series was held, or was cancelled for lack of interest. In addition, in the period up to the end of his life, Mozart participated in various other concerts whose program included an unidentified symphony; these also could have been the occasion of the premiere of the 39th. In modern times, the work is part of the core symphonic repertoire and is frequently performed and recorded. The symphony is scored for flute, pairs of clarinets, bassoons, horns and trumpets, timpani and strings. There are four movements:
1. Adagio, cut time — Allegro, 3/4
2. Andante con moto, 2/4
3. Menuetto: Trio, 3/4
4. Allegro, 2/4.

The Symphony No. 2 in B-flat major, D. 125,^[1] is a symphony by Franz Schubert composed between 1814 and 1815.

There are four movements:

• I. Largo – Allegro vivace
• II. Andante in E flat major
• III. Menuetto: Allegro vivace in C minor – Trio in E flat major
• IV. Presto

In the opening movement, the initial theme of the Allegro vivace is based on the corresponding first theme of Ludwig van Beethoven‘s overture to The Creatures of Prometheus.^[2]

The second movement is a theme with five variations in E-flat major, Schubert’s only set of symphonic variations. Although there is some variation in the melody, the primary focus of the variations are on instrumentation and tone color. The first variation features violins and winds. The second variation passes the theme between the low strings and the woodwinds. The third variation is again violins and winds. The fourth variation is in C minor and features some acceleration with the use triplet-sixteenth notes. The fifth variation maintains the triplet-sixteenths, but they move into the background with the melody returning close to its original form as a kind of recapitulation. A coda concludes the movement.^[2]

The minuet is in C minor and mainly scored for the tutti and fortissimo. The contrasting Trio in E flat major is more thinly scored winds, violins and pizzicato bass. The melody of the trio is actually a variation of the theme used in the second movement forming a melodic and harmonic (E-flat/C minor) link is made between the inner two movements.^[2]

The finale is a galop^[2] in fast 2/4 time.
